Is the USGA handicap system more fair golfer `s?

I do not see what the problem. With the majority of disability in most systems sports (ie bowling, pool, etc) still the best player usually wins. If you believe that the best players are winning too often, maybe you should suggest that separate tournament players based on their levels of disability. My guess is that older people short hitting obstacles that are probably too low, but not because the system is not fair. Estimates of the USGA, the factor T-shirts where you are playing, but if the weakest part of your game is its distance in general, their disability can (in theory) is too low. If they feel that are not receiving adequate benefit from the tee to play short, they have to play from the tees to get your handicap higher.
