What is the rule of golf on the dangers of water?

My opponent and I first hit our shots and sink in the water hazard, which is 10 meters from us (150 to end it once). I tee again and say that my shot 3 under Rule 26-1. He brings his ball to 110 yards from where the ball went into the water and leaves the club 2 lengths away from their point of entry and claims that his firing 3 also. That right was not good … is that correct? He also shot a provision on a different hole. He found his first ball against the fence. He said he did not like his lie that he said he would play his disposal. a) Can you kill available, although he found his original ball? b) if so is that a stroke or 2 stroke penalty?

OK, and obviously his fellow competitor need a rule book. There are two types of water hazards. One risk is known as a "water" and that sounds like what I was playing around. (They are marked with yellow stakes) When the ball stops in a water hazard should fall behind the obstacle in a penalty of one stroke and play from there. Or you can to repeat the shot which is what made you're within the rules. It was dropped in the wrong place. The second type is a "side venture", which is a danger, if it is impractical to drop behind him (ie, a stream that runs parallel to the hole), marked with red stakes. If the ball stops at a lateral hazard falls within two club lengths of where the ball last crossed the hazard, (with a penalty stroke) or on the opposite side of the hazard equidistant from where last crossed. On the interim, you have to play the original ball if found. If you did not like where you could declare it "untouchable" and proceed in accordance with the rules governing this situation. So basically, play a wrong ball and it would be two-stroke penalty.
