A unique social rehabilitation model is already underway in the criminal justice system in New Mexico. The program not only offers drug rehabilitation but also generate self-respect in jail as a way to help reduce criminal tendencies. The program is overseen by Rick Pendery, the national executive director Center Second Chance, and Joy Westrum, the president of the Second Chance Program.
"The idea here is to change the moral code of Prisoners for one based on criminality to one that is socially desirable, "Pendery said." It's a common sense approach, based on the survival and the survival of others. If there is no point to it, do not continue. "
Pendery continues, "Use of" The Way to Happiness booklet by L. Ron Hubbard, a nonreligious moral code, these individuals are changing their views about right and wrong, and come with a different basis for decisions in his life. That is one reason why it receives such a low recidivism rate.
Independent university studies show that in previous programs pilot, for a period of five years of criminal recidivism dropped to less than ten percent of those who participated in at least one third of the Second Chance program before release.
Westrum has seen this program provides thousands of inmates. " 'The Way to Happiness" can help an individual see how moral conduct can improve survival. When that happens, you have a good chance that he will change his own behavior by their own volition. This is a way efficient way to create permanent personality changes.
When the Second Chance program, inmates are called students. According to Pendery, "The brochure we use has 21 precepts or moral truths that are taught to students in a classroom under close supervision, using various survey tools learned in a previous course to ensure full understanding of each moral concept. The student actually practices the application of each provision in their daily lives, until it actually incorporates this provision in your life. We have seen improvements prisoners in interpersonal relationships, responsibility for improving life, blaming others less, and so on. "
In turn the program for the evaluation, Dr. Alfonso Paredes, MD, Professor Emeritus, University of California, Los Angeles School of Behavioral Sciences said, "It is particularly important to me personally interacted with the inmates, shaking hands, talking with them, and many questions. I have observed firsthand the process of rehabilitation and drug responses of hard-core criminals in the program right. I had the opportunity to make many visits to rehabilitation programs for substance abuse throughout the U.S. for the National Institute on Alcohol Abuse and Alcoholism and National Institute on Drug Abuse. I have had administrative responsibilities for substance abuse statewide rehabilitation systems, as well as specialty programs academic institutions in the U.S. never been so deeply impressed as I did during my visit to the Second Chance Program. "
When asked how this program is related to Scientology, Westrum said: "Scientology is a recognized world religion.'s founder, L. Ron Hubbard researched many areas of life, and the work he did with Scientology. Second Chance uses manual based on Mr. Hubbard's research done in the field drug abuse and criminal behavior. It is secular and not religious. Second Chance Program, Inc. uses these manuals through a licensing agreement with the organization secular, International Criminon. The manuals have been evaluated by the Urban Institute in Washington, DC, which ruled that compare favorably with the best practices in the field criminal justice. "
She continues: "Any person of any religion can use the results of research of L. Ron Hubbard, without being part of the church or religion. "
Westrum concludes: "From what I have observed an increase in the benefits these students to use of our program are applicable to their lives long after they have left the correctional institution. By the time they complete these courses usually found new self-respect, giving them an entirely new perspective on life ".
